Ugarte, 23, made it clear early in the window he wanted to join the 20-time English champions, who, in turn, made the Uruguayan their top midfield target.
The South American is a defensive midfielder and will be hoping to make an instant impact in England after Erik ten Hag's side were beaten 2-1 at Brighton Hove Albion last weekend.
Signed with great expectations in 2023, PSG eventually decided to move the former Sporting CP man on after his debut campaign under Luis Enrique.
Ugarte made 37 appearances for Les Parisiens in the 2023/24 campaign, contributing to three goals across all competitions.
