Speaking at the League Managers Association's annual conference, the Dutchman talked about his years at Ajax, where he lifted three Eredivisie titles and a UEFA Champions League trophy, and highlighted the lack of money at the club.
Van Gaal even admitted buying former Nigeria international George with his own money.
"We didn't have any money and we were bankrupt, so I had to look to youth," he said, according to The Telegraph.
"We scouted Jari Litmanen, a Finnish player, who we bought for £10 000. We also bought Finidi George.
"He was a Nigerian international. He was £3 000. I paid it by myself! And then we bought Marc Overmars."
Since his arrival at United, the boss has spent huge money, bringing in Anthony Martial, Memphis Depay, Daley Blind, Bastian Schweinsteiger and Morgan Schneiderlin, among others.
