The Amakhosi were knocked out of the CCL by the Moroccan giants after spurning numerous chances to kill the tie, losing 3-0 on aggregate over the course of the two legs.
However, Baxter says that he was happy with how Chiefs performed and thinks that they will get better as time goes on and gain more experience in the competition.
Speaking to the media following Chiefs' title win, Baxter said, "I'm pleased with the performance of our players in CAF this year, I think we gave a good account of ourselves and South African football. Maybe if we're there every year we'll get a handle on it and get a nice balance.
"We switched off in the first five minutes of our home game against Raja, and that cost us the tie. I'm convinced that we would have beaten them if we'd got 0-0 in South Africa.
"One of the headlines in Morocco was asking whether they could give Chiefs players Raja t-shirts for next season, so they respected us and the job that we did. I think we did well, but you've got to win. That's the name of the game.
"We can't keep on changing the team because that means you lose continuity, but we can freshen up in certain areas and maybe be a bit more pragmatic in the way that we play when we travel outside of South Africa.
"I think there's no reason why South African teams shouldn't dominate African football in the future."
Raja have been linked with Baxter as their head coach, Jose Romao, falls under increasing criticism in Morocco, however it is thought that they are keen to bring a local coach in as their first option.
