Roma midfielder Radja Nainggolan, who made only two appearances for his country during their Russia 2018 qualifying campaign, was left out by former Everton manager Roberto Martinez, who decided to take the likes of Adnan Januzaj, Nacer Chadli and Youri Tielemans instead.
The 30-year-old announced his decision via Instagram a few minutes after he found out he would not be travelling to the showpiece in Russia.
"Very reluctantly my international career comes to an end," the midfielder wrote on the social media website.
"I have always done everything I could to represent my country Belgium. Being yourself can be bothering... From this day on I will be the first fan."
Nainggolan represented his country on 30 occasions, finding himself on the scoresheet six times along the way.
