However, both sides had to dig deep to secure a spot in the final after Liverpool overturned a 3-0 first-leg loss to Barcelona while Spurs rallied back from 2-0 down to overcome the youthful Ajax Amsterdam.
Liverpool, meanwhile, will be looking for redemption, having suffered defeat in their last appearances in the final in 2007 and 2018.
Jurgen Klopp was boosted by the return of striker Roberto Firmino, who missed both legs against Barca, while Spurs top scorer and captain Harry Kane has recovered from his ankle injury.
Previous encounters between Liverpool and Spurs have always produced goals, with the last goalless draw dating as far back as 2015.
