The 2016/17 FA Cup winners have offered the 28-year-old a new deal, but he is yet to put pen to paper for no apparent reason.
Arsenal have claimed throughout the transfer window that Sanchez will not be sold for any price, even though he is now in the final year of his contract.
The report suggested that City are trying to test the Gunners' resolve with a cash plus player offer because they feel that this might be the only way the Emirates side will be willing to sell their prized asset.
Arsenal are said to be willing letting Sanchez go for fee in the region of £70 million (R1.18 billion), according to the Daily Mirror, an amount that City are reportedly not willing to pay for a player in the final year of his contract.
