According to transfer expert Fabrizio Romano, the Blues want to bring the 23-year-old attacker to Stamford Bridge on a permanent basis at the end of the season.
The Portugal attacker is said to be happy in London and keen to continue with the Premier League giants, having started all the games he has been available for since arriving.
While the Viseu native has found the back of the net only twice since arriving in the English capital, the Chelsea hierarchy reportedly see Felix as a potential cornerstone of their rebuild and are hoping to agree a price for the attacker's services with his parent club.
It is believed Felix does not intend to return to Atletico Madrid and is hoping the two clubs can come to an agreement regarding a figure for his services.
The former Benfica man arrived in the Spanish capital for a hefty €127 million (R2.5 billion) fee in 2019, but has so far struggled to justify his price tag at the Civitas Metropolitano Stadium, and was said to have fallen out with manager Diego Simeone over the past year.
While Los Rojiblancos have been one of Spain's more in-form teams since Felix's loan departure, the 11-time LaLiga champions will likely be keeping a close eye on the forward's performances for the Blues against Real Madrid in their upcoming UEFA Champions League quarter-final tie.

Europe's premier club competition is the only piece of silverware Frank Lampard and his charges can still compete for this season, and should the versatile forward play a starring role in Chelsea's potential progression to the tournament's semi-finals, they could be pressed into making a concrete offer for Felix sooner rather than later.
