The Birds recalled Tebogo Langerman, Givemore Khupe and Kagiso Malinga while Arrows gave shot-stopper Nkosingiphile Gumede and Andile Fikizolo their first starts.
Abafana Bes'thende were putting Swallows under pressure in the opening exchanges and Lungelo Dube had a chance for the hosts in the 14th minute with a strike from a rebound inside the box that missed over the bar.
Lehlohonolo Seema's charges kept on asking questions and Knox Mutizwa had a chance to break the deadlock in the 32nd minute with a free-kick on the edge of the box but he looped his effort over the bar.
Brandon Truter's men were nearly punished just before the half-time break after Fikizolo went through inside the box but his strike was saved by shot-stopper Jody February, as the first stanza ended goalless.
The hosts continued where they left off coming from the half-time break and Mutizwa came close to breaking the deadlock early in the second stanza but he was denied by the crossbar.
Seema made a double attacking change on the hour-mark, as Michael Gumede and Siboniso Conco both replaced Mutizwa and Siyabonga Khumalo to lead the line upfront.
The game was there for the taking in the closing period, with both sides going for the winner but neither side was clinical and they shared the spoils, as Arrows halted their two-game losing run while Swallows' winless streak stretched to eight games.
