The 39-year-old, who now works as director for La Liga's office in New York, United States, is the club's second all-time top goalscorer with 323 goals in 741 appearances.
Back in October 2015, Ronaldo surpassed Raul as top goalscorer in Real history, but the Spaniard only named the Portuguese as third-biggest club legend.
He chose Alfredo Di Stefano, who guided the Spanish giants to five consecutive European Cup titles as well as eight La Liga trophies in 10 years in the 1950s, as the biggest legend of them all.
Paco Gento was Raul's second choice, ahead of Ronaldo, Zinedine Zidane and Sergio Ramos, according to Marca.
Raul also spoke about the importance of Real's rivalry with their eternal counterparts FC Barcelona, before discussing his admiration for Lionel Messi.
"Real Madrid wouldn't be where they are today without Barcelona and vice versa," he added.
"I've proved my 'Madridismo' for many years and haven't let anyone down.
"It is good for LaLiga to have a player like Lionel Messi."
