The Ivorian, who played with the Argentine at Barcelona, acknowledged the Portuguese superstar's success, but believes Messi is better than any other player, and should win the award in January.
"While Cristiano Ronaldo has had another exceptional year, I'd always vote for Lionel Messi," he told France Football.
"Not only because there's a great respect between us from my time at Barca, but also because I think Leo is above the rest.
"In fact, ideally, with these two monsters there, they should give two Ballon d'Or every year!"
FIFA announced the 23-man shortlist for the Ballon d'Or, containing 11 La Liga players, five Bundesliga players, five Premier League players, and one each from the Serie A and Ligue 1, on Tuesday.
Toure is also among the nominees, along with teammates Sergio Aguero and Kevin De Bruyne.

Messi and Ronaldo are, of course, considered the favourites, with many expecting either Neymar or Luis Suarez to complete the three nominees on the night.
