According to Sport, City want to give Messi a five-year deal that would be split into two periods.
As per the reported contract, he would spend the first three years of the deal with the Premier League side before spending two campaigns with sister club New York City in the US.
It is claimed further that the 33-year-old would earn a whopping €100 million (R1.98 billion) per season before taxes, with the deal including a massive €250 million (R4.9 billion) signing bonus to join New York City.
City are said to be ready to jump on the opportunity to reunite Messi with Pep Guardiola, but are waiting on developments in Barcelona.
On Sunday, the Argentine did not turn up for medical tests ahead of pre-season, which is seen as the biggest public statement that he indeed wants to leave.
As of right now, Messi and his representatives insist he can leave the club for free after activating a special clause in his contract, while Barcelona are adamant the clause expired at the end of May, and that any interested club would need to pay his €700 million (R13.8 billion) release clause.
The Blaugrana received public backing from LaLiga on Sunday, with an official statement insisting that Messi can only leave if the buyout clause is met.
