However, the Brazilian shocked the football world in 2017 when he joined Paris Saint-Germain in a world record deal worth £200million.
Neymar's time in the French capital has been a mixture of good and bad, although he has not got any closer to winning the award since his third-place finish in the voting in 2015.
"If Neymar had stayed at Barcelona, ??he would have won a Ballon d'Or for sure. My opinion is that if I had stayed, he would have won," Suarez told Marca.
The Uruguayan reveals that he and Messi tried to convince Neymar not to make the switch to the French top-flight.
"We went to talk to Neymar and told him: 'Ney, if you want to win everything, stay here "There are all environments that are sometimes difficult to control.
"We, as friends, advised him to stay, but it's his decision, his family's. We said: 'Neymar, England is better. [Manchester] City, that Football will be better there. But in France?" Suarez said.
