The centre-back looks set to return to Rome after agreeing a one-year deal with the Giallorossi, according to Italian journalist Gianluca Di Marzio.
However, the clubs still need to come to an agreement over his transfer fee before Smalling can move back to Italy.
The 30-year-old made 37 appearances for Roma last season, scoring twice and setting up three more strikes.
Smalling's contract at United only expires in June 2022, and the Premier League side are reportedly asking for €20 million (R396 million) for his services.
It is understood, though, that the clubs will settle on a fee this week as United are not counting on the defender for the season ahead and want to get him off their wage bill.
