Including the club's 2-0 win over Burnley at Turf Moor on Wednesday night, Mahrez has started only 11 of the Citizens' 21 Premier League matches this season.
The Algerian midfielder has previously spoken about his lack of regular minutes during his time at City, and his national team manager has now suggested he is not quite happy at the club.
"Mahrez is probably not 100% happy because he would like to play more with Manchester City. He's a fighter who wants to play all the games for his team," Belmadi told DZ Foot.
"I can't ask him to leave his club to play more at another, I'm not his agent. But, the most important thing is for him to maintain his fitness and to be ready for the national team's next games.
"He's our captain. I understand the fear of the fans, but, in my view, he's got the ability to bounce back once again. I trust him."
The 2019 Africa Cup of Nations winner has registered six goals and three assists in 26 appearances across all competitions for City so far this campaign.
