The Norway international, who scored 52 goals across all competitions last season, has been missing for the Citizens since their 1-0 defeat to Aston Villa on 6 December.
Haaland has been recovering from a foot injury, but is yet to make a full return to training.
Speaking after City's 3-1 away victory over Everton at Goodison Park in the Premier League on Wednesday, Guardiola ruled him out of this weekend's match against Sheffield United.
"Still, he's not with the team," he told Amazon Prime.
"He feels better with his bone but he hasn't made one training session with us. Unfortunately, December is so congested with so many teams.
"January is so congested. Hopefully in January he can come back with us."
Guardiola also suggested that Belgian midfielder Kevin De Bruyne is not far from being available.
"Last week he trained with us, today he had a little bit of fatigue because he's training hard," he added.
