The 31-year-old brings to a close a season-long spell at BVB, for whom he contributed to 25 goals in 43 matches across all competitions in the 2023/24 campaign.
Fullkrug's signature is believed to have cost the Hammers in the region of €30 million (R611.9 million) only a year after he joined Dortmund from Werder Bremen for €17 million (R346.7 million).
The striker becomes Julen Lopetegui's fifth signing of the transfer window after the arrivals of Wes Foderingham, Luis Guilherme, Max Kilman and Crysencio Summerville.
