Stoichkov was part of Barcelona's 'Dream Team', which won four consecutive La Liga titles as well as the European Cup in the early 1990s.
He was a runner-up for the FIFA World Player of the Year twice, in 1992 and 1994, and won the Ballon d'Or in 1994, but left Barcelona soon after Van Gaal arrived in 1997.
"I would never be under the orders of Louis van Gaal," he told Onda Cero.
"He's mediocre. He destroyed Barca and is destroying Manchester United.
"With what he has done to Valdes, he has shown he is a bad person. Hopefully Pedro listens to me and doesn't leave."
The outspoken Bulgarian replaced Henri Michel as Sundowns coach in June 2009, but didn't last a complete season and resigned in March 2010.
