England's U-21 team were the latest side to drop out of the group stages at a major international tournament at the U-21 European Championship and the former City midfielder believes that English football is in it's worst state.
Barton inisists the English football culture is not progressing, suggesting that that's why England will never win any major tournaments.
"Everybody wants to blame it on something and it's not a case of that," he told BBC Radio 5 Live.
"It's not the players, it's not the coaching staff, it's not one thing, but it's an accumulation of many things.
"The culture within English football is not changing - no St George's Park (the English FA's new state-of-the-art football centre), no massive spend, no change of coach, this isn't going to change it.
"The culture is rotten from top to bottom.
"England's national team will under-perform at every single tournament because of this reason and that filters down."
Barton, known for being one of the game's most controversial footballers, represented England on one occasion back in 2007.
