The Red Devils sacked former coach Marcel Koller after the team was knocked out of the CAF Champions League semi-finals by Mamelodi Sundowns.
With the Egyptians also set to play in the FIFA Club World Cup in June, there is greater urgency to appoint a new coach.
Several Egyptian publications have reported that Rose and the club's management are in the negotiation stage before finalising the former Borussia Dortmund manager's contract.
According to Ahram Gate, an Al Ahly source said negotiations are reportedly progressing well with Rose but no official agreement has been reached yet.
"There is a dispute over a number of financial matters related to salary, bonuses, and the number of assistants," the source revealed.
El-Watan Sport reported that Al Ahly is trying to reduce some of Rose's demands. including a reported €4 million (R83,4 million) annual salary.
The German coach also supposedly asked for a full backroom team of foreign staff and several performance analysts.
One of the key factors that will likely determine Rose's hiring as Red Devils coach is the 'penalty clause'.
