In a surprising decision, Low decided Bayern Munich trio Muller, Hummels and Boateng would not be part of his plans for Die Mannschaft going forward as pushed ahead with a revamp of his Germany squad following a shocking 2018.
Low's side will face Serbia in a friendly on Wednesday night, before beginning their qualification campaign for the 2020 UEFA European Championship against arch-rivals the Netherlands on Sunday.
The 59-year-old tactician recently gave some insight into his plans, saying Bayern Munich right-back Joshua Kimmich will play in central midfield before praising Niklas Sule and Antonio Rudiger, as well as Leroy Sane.
"Joshua Kimmich will play in central midfield in the No. 6 position. He played really well there in a combination with Toni Kroos, Leon Goretzka or Ilkay Gundogan," Low said, as quoted by DFB.de.
"Flexibility is questioned. We are able to play with three or four at the back and that will be very important for the next few months.
"It is clear that Niklas Süle and Antonio Rudiger will play vital roles in defence as they have the experience now.
"Leroy Sane's development has been good in both the national team and Manchester City. Leroy still has huge potential and can become an extremely important player for the Germany national team."
So how could the German national team line up going forward?
There is a big debate around the goalkeeper position, with Manuel Neuer and Marc-Andre ter Stegen fighting for the starting berth. Low recently stated that Neuer, who is also Germany's captain, will remain his No. 1, but insisted in-form Ter Stegen will get his chances, too. For the Serbia friendly, the FC Barcelona shot-stopper might get the nod.
At the back, many expect Low to go with three central defenders, likely to be Sule, Rudiger and Matthias Ginter. Meanwhile, Paris Saint-Germain's Thilo Kehrer and Hoffenheim's Nico Schulz could operate as the fullbacks.

In midfield, Kimmich is nailed on, while Toni Kroos could be chosen ahead of Ilkay Gundogan and Kai Havertz. Up front, Sane seems destined to be selected on the left, while Bayer Leverkusen's Julian Brandt could play on the right, with either Marco Reus or Timo Werner starting as the central forward.
