Late in the quarter-final tie, with the score 4-4 on aggregate, Raheem Sterling thought he had scored the all-important late winner that would send City through to the semi-finals of the competition, but VAR ruled the strike out due to an offside in the build-up, thus sending Spurs through on away goals.
Speaking after the seven-goal thriller at the Etihad, the former FC Barcelona and Bayern Munich manager wished Mauricio Pochettino's side all the best for the next round of the tournament, and conceded that football can be brutal.
"It is cruel, but it is what it is and we have to accept it," Guardiola told BBC Radio 5 Live.
"After 20 minutes we were 3-2 up. In the second half, we created a lot of chances and we scored the goals we needed.
"Unfortunately, it was a bad end for us so congratulations to Tottenham and good luck for the semi-finals.
"I support VAR but maybe from one angle Fernando Llorente's goal is handball, maybe from the referee's angle it is not.
"Today is tough and tomorrow will be tough too, but the day after we will be ready."
