The in-form Blaugrana forward won the award with 37.8% of the votes, ahead of stars such as Bayern Munich's Douglas Costa and Inter Milan's Felipe Melo, who were also part of a 30-man shortlist.
The trophy was introduced in 2008, with former Real Madrid playmaker Kaka winning it that year. Striker Luis Fabiano claimed it in 2009, followed by Maicon in 2010.
Paris Saint-Germain defender Thiago Silva then went on to win three consecutive Samba Golds from 2011 to 2013, with Neymar taking over the crown since 2014.
An official statement on the Catalans' website read: "The result was based on an equal count of votes cast by 11 journalists, a set of special guest Brazilian celebrities and former players (including Cafu and Juninho), and more than 100 000 online users.
"Neymar Jr has had a wonderful 2015, scoring 41 goals in all competitions to win a nomination for the Ballon d'Or, along with his teammate Leo Messi and Cristiano Ronaldo. He will be presented with the trophy in Barcelona in February."
