The 68-year-old guided Los Blancos to two La Liga titles during two spells with the club, but has been working as Russia coach since July 2012.
"Messi is a player who has more fantasy, is in another dimension, is more creative than anyone else," he said, according AS.
"When he has the ball at his feet he goes direct to goal, because he does not have the same shot from outside the box as Cristiano has.
"And then there are the passes from the Argentine that nobody else in the world can make.
"Cristiano is a goalscorer, with the right, left, with his head, from set-pieces…and he has great speed."
Capello also believes that Neymar has more imagination than Ronaldo and finally found his feet at Camp Nou this season.
"Neymar has more imagination than Cristiano," he added.
"But he has needed time. The mess with the contract has also had an impact on things. It is an important thing.
"We saw Messi fall sharply with the problems he had (the tax issue).
"I always ask players about these things: 'Do you have problems with money, with your wife, at home?' I wanted to know everything."
