The Gunners have had a busy transfer window so far, as Eze is set to become Arteta's seventh signing of the current transfer window.
Arteta's side has already spent more than £190 million (R4,5 billion) on the likes of Noni Madueke, Martin Zubimendi and Viktor Gyokeres as they go in search of their first English Premier League title in over 20 years.
Sky Sports reported that Arsenal agreed a fee of £67.5 million (R1,6 billion) for the 27-year-old. The deal includes a £60 million payment up front with £7,5 million add-ons.
The move comes as a surprise to many after it looked as though the England international was set for a move to Arsenal's North London rivals, Tottenham Hotspur.
According to Yahoo Sports, it is not the first instance of a club poaching a player from right under the nose of a rival side.
The Eze deal is not the first time Spurs have missed out on one of their top targets after Brazilian winger Willian chose Chelsea instead of Spurs, while he was at the Tottenham training ground.
Spurs were in pole position to land the winger, who was playing in Russia at the time, but he was swayed following a phone call with his agent, who confirmed Chelsea's interest.
In 1988, Spurs were on the right side of the deal when they managed to swipe Paul Gascoigne away from Man Utd. 'Gazza' had reportedly told Sir Alex Ferguson he was to join the Red Devils, but he ruined Fergie's holiday break when he chose Spurs instead.
