Reus has won the award for the second time after claiming 58 of the 540 votes from members of the Association of German Sports Journalists.
Bayer Leverkusen starlet Kai Haverts finished second in the voting while Bayern star full-back Joshua Kimmich completed the podium.
"It's a special award and just nice that the work and effort you've put in has been recognised," Reus said, according to the Bundesliga website.
"Of course this wouldn't have been possible without my teammates and the team behind the team, so a huge thanks to them as well."
The Germany international starred for Dortmund with 17 goals and eight assists in the 2018/2019 campaign.
Elsewhere, Jurgen Klopp was named Manager of the Year after leading the Reds to their sixth UEFA Champions League title last season.
