The Brazilian was the last player to win the Ballon d'Or, in 2007, before the Ronaldo-Messi duopoly started.
The pair have since shared the award between each other, winning five apiece – Ronaldo, though has claimed it in four of the past five editions – but Kaka believes Luka Modric deserves the Golden Ball this year.
"Ballon d'Or? Luka Modric. This year he has been impressive," he told Gazetta dello Sport.
"He won the Champions League, he played in the World Cup final with Croatia and is the man who creates the show and commands the game."
Kaka also spoke about 2018 FIFA World Cup Young Player of the Tournament Kylian Mbappe, saying the future belongs to the 19-year-old.
"Mbappe is also very strong and has a whole career ahead of him. Let the future be yours," he added.
