Former Leeds United midfielder Kalvin Phillips has started only once for the treble champions this season.
The 28-year-old has even been overlooked when Guardiola has been without Rodri, but the Spanish tactician admits he is sorry for not having selected the England international more often.
Phillips has been an unused substitute in 11 of City's 15 Premier League matches, including in the their 1-0 defeat to Aston Villa this week, a game Rodri missed.
"I don't know what will happen to Kalvin Phillips," he said, according to the Daily Mail.
"He has good character, I'm so sorry I have not picked him.
"I visualise my team and select a team and I struggle to see him."
The midfielder joined the Citizens from Leeds in 2022 and has made just 29 appearances across all competitions for the club since.
