John Obi Mikel is yet to make an appearance under Conte this season and is expected to part ways with the club in January.
However, the Super Eagles coach believes Conte is punishing the 29-year-old for representing the Dream Team at the Olympics in July.
"Mikel was punished by Chelsea for playing at the Olympics for Nigeria,' he said ahead of their World Cup qualifier against Algeria," Rohr was quoted as saying by Metro.
"The new coach tried convincing him to stay but he went to defend his nation.
"I cannot punish him for not playing in his club."
