The Spaniard has already signed seven stars, with the €55 million (R821 million) transfer of John Stones having been completed on Tuesday.
Guardiola is yet to sell any of his players but his selection for the UEFA Champions League qualifiers against Steaua Bucharest suggests that three stars are not in his plans for the Citizens.
He omitted defender Eliaquim Mangala, midfielder Samir Nasri and striker Wilfried Bony from his 21-man squad for Europe's elite club competition.
Mangala has been linked with a move to Valencia, while Bony appears to be a target for Everton and even Arsenal.
"At the moment, they are players for Manchester City, of course, until what happens will be," Guardiola said of Mangala and Bony after leaving them out of the squad for the club's final pre-season friendly against Arsenal, which City lost 3-2.
"Mangala, the same as Sagna, came in the last (few) days and Bony, of course he could come because he made a very good pre-season.
"But the problem is with three strikers to come and maybe not play it's better to stay there and train – that is the reason why (they were not in the squad).
"Bony is a really good guy and he's trained really good so I don't have any complaints about that."
In the meantime, it seems Guardiola and Toure have put their problems of the past behind them, with the Ivorian set stay at City for at least another season.
