The Welshman has fallen out of favour at Los Blancos and spent the last few LaLiga encounters as an unused substitute after the restart.
Bale featured for 15 minutes in the first leg but will play no part in the second leg of their last 16 tie at the Etihad on Friday evening, while James Rodriguez has also been snubbed.
Meanwhile, club captain Sergio Ramos has been included in the travelling party despite being sent off at the Santiago Bernabeu.
