Costa has been a free agent since parting ways with Brasileirão club Atlético Mineiro last season and he is said to be keen on returning to Spain.
The former Blues and Atletico Madrid striker is reportedly not short of suitors in the Spanish to-flight, but it seems Rayo Vallecano are leading the race for his signature.
Spanish publication ABC have reported that Rayo president Raul Martin Presa has already found an agreement with Costa, although manager Andoni Iraola is not to keen on a deal.
There has been public with the president in recent years, with fans leading regular protests while club captain has also publicly side with the supporters.
The report adds that Iroala is frustrated that he was not consulted about Costa before the negotiations start and is now threatening to quit if the striker is signed.
