The Brazil right back, who terminated his contract with Juventus by mutual consent, already played for Guardiola at FC Barcelona and reports suggested both will reunite at Manchester City.
However, the Citizens reportedly dropped their interest in Alves after hearing that the French giants almost offered Alves twice as much as they were ready to pay.
According to SkySports, PSG offered the Brazilian a two-year contract worth a total of £25 million (R433m) in wages, equaling to £230 000 (R4m) per week.
City themselves, who had thought Alves would join the team's US tour in Houston on Monday, were only prepared to pay £6 million (R104m) per year, equal to £115 000 (R2m) per week.
Guardiola will now have to turn his attention to other targets, with Tottenham Hotspur right back reportedly remaining as the first choice full back for the Spaniard.
