The 31-year-old defensive midfielder was identified earlier in the window as a potential short-term replacement for Sergio Busquets, and now appears close to returning to his boyhood club.
Romeu made only two appearances for Barca's first team as a youngster before joining Chelsea in 2011.
The Spaniard has since had spells at Valencia, Stuttgart, Southampton and most recently Girona, whom he joined only last year.
It is believed that, as part of the agreement, Barca youngster Pablo Torre will sign for the Spanish minnows on loan until 2024.
