The Catalans adopted a similar strategy at the start of this season, luring players to the club on free deals amid a difficult economic situation.
According to the Daily Mail, Lionel Messi remains a top target for the LaLiga champions, with the Argentine's contract at Paris Saint-Germain set to expire next month.
President Joan Laporta has previously spoken publicly of his determination to re-sign the 35-year-old, who won the 43rd trophy of his career on the weekend as the French giants claimed yet another Ligue 1 title.
Barcelona are also said to be interested in signing Manchester City captain Ilkay Gundogan, who is yet to commit to new terms at the Citizens ahead of the expiration of his contract in June.
The German midfielder has enjoyed another fine campaign in England, having helped Pep Guardiola's side win a fifth Premier League title in six seasons.
Gundogan is, however, also reportedly considering City's latest offer for him to remain at the club until the end of the 2023/24 campaign.
