After a subdued start to the second half, Salah nearly restored parity on the hour mark but his curling free-kick was superbly tipped over the crossbar by Fabianski.
Jurgen Klopp opted for a change in the 70th minute as Alex Oxlade-Chamberlain made way for Adam Lallana.
The Reds threw numbers forward in pursuit of an equalising goal, while the hosts defended with 11 men in their own half.
Liverpool went agonisingly close to leveling matters in the fourth minute of stoppage time but Roberto Firmino struck the upright with a header as Swansea held on for the win.
