The 26-year-old has, however, contributed with ten goals and 12 assists across all competitions as Barcelona reclaimed the LaLiga title from Real Madrid this season.
There has been reports claiming Barcelona would need to offload players to raise funds amid the club's well-publicised financial troubles.
However, Xavi has no desire to let the Brazilian winger leave the Camp Nou after just one season.
"No, Raphinha is a very important footballer for me," Xavi said to MD.
"No, no. Raphinha, if it's up to me, stays at Barca and is going to help us a lot. He has helped us, he has made a difference. He has made a lot of differences."
Raphinha had been linked with Premier League duo Arsenal and Newcastle United, who both secured UEFA Champions League football for next season.
