The German tactician could be handed a significant punishment after he suggested this past weekend that Tierney, who oversaw the Reds' dramatic 4-3 win over Tottenham Hotspur on Sunday, has an agenda against him and the Reds.
The FA acted swiftly by announcing he had been charged with improper conduct, and that he has until Friday to respond.
As per a statement from the leading English football body, Klopp's remarks "imply bias, and/or question the integrity of the referee, and/or are personal/offensive, and/or bring the game into disrepute".
According to the Daily Express, the German coach can be expected to be handed a lengthy ban after he was given a one-match suspension earlier this season.
Klopp also caused a stir for his touch-line celebration following Diogo Jota's last-minute winner, which saw him appear to shout in the fourth official's face in anger.
