The Premier League side confirmed on Thursday that the Germany international had agreed personal terms and will join the club in July, subject to a medical.
As a consequence, Werner will miss RB Leipzig's remaining games in the UEFA Champions League, with Europe's elite club competition only getting back underway in August.
Werner is believed to have agreed to a five-year contract at Stamford Bridge, and will earn up to £170 000 (R3.7 million) a week, according to The Athletic.

"Werner's salary will increase year-on-year as the contract progresses, and is expected to reach in the region of £9 million (R195 million) per year [about £170 000 per week], plus bonuses," a report in The Athletic stated.
As a consequence, Werner will become Chelsea's top earner, moving above goalkeeper Kepa Arrizabalaga and N'Golo Kante, who both earn £150 000 (R3.25 million) weekly – click through the gallery above to see all of the London club's top earners!
Werner has scored 32 goals and assisted another 13 strikes in 43 appearances for RB Leipzig so far this season, and will be available for two more games for his Bundesliga club before joining Chelsea after the Blues activated his £48 million (R1 billion) release clause.
