Can has only started two games this season and desperately wants to depart Juve this window in order to keep his hopes of playing for Germany at the 2020 UEFA European Championship alive.
BVB were initially linked with Can but their reported €18 million (R286 million) offer remained short of Juventus' €30 million (R477 million) asking price.
Now, United and Spurs have entered the chase and could drive the price closer to what Juve want.
However, Can, who joined Juve for free after leaving Liverpool in 2018, is understood to be on a high salary in Italy and will have to cut his wage demands to make a move happen.
Can made 167 appearances for Liverpool but left the Reds after both sides could not agree on a contract extension, with the player said to be insisting on a release clause, which the club never granted.
