City reportedly had a second bid of £60 million accepted by the Gunners for the services of Sanchez on Thursday.
However, after Arsenal's move for Thomas Lemar fell through, the club decided to keep a hold of the Chile international.
According to Chilean publication El Murcurio, the situation is not completely over as City are looking for clarification over the failed deal and are willing to take the matter further.
Another report from Chile claims the 28-year-old was not happy with the Gunners' conduct over the transfer window and is willing to go on strike.
