The Zimbabwean forward has struggled to establish himself as a first team regular since arriving from Mpumalanga Black Aces ahead of the 2015/16 season.
Ndoro has made six league appearances for Pirates for this season, most recently as a substitute in their 1-0 loss to Jomo Cosmos.
Sources at the club revealed to the Siya crew that the 27-year-old could be sent out on loan in order to get some much needed game-time.
The Mayfair side have previously indicated that they want Ndoro to remain at the club and fight for his position, similar to what Thamsanqa Gabuza has done in recent times.
However, with strong interest emerging from the KwaZulu-Natal based outfit, a loan deal may well be on the cards for Ndoro.
“The team (Arrows) has shown real interest in taking him (Ndoro) on loan, which will be good for his confidence and match fitness,” the source indicated.
"If the loan-deal materialises, Ndoro will join fellow Pirates loanees, Philani Zikalala, Gladwin Shitolo and Mwape Musona at Arrows.
