Poland striker Robert Lewandowski netted four goals in his side's final two qualifiers, helping them book their ticket for the tournament in Russia.
Overall, he scored 16 goals in just nine qualifying games during the qualification campaign, which is a new European all-time record.
Lewandowski is joined at the top of the ranking by Saudi Arabia's Mohammed Al-Sahlawi and United Arab Emirates' Ahmed Khalil, the joint leading scorers of Asian qualification.
Ronaldo follows in fourth spot with 15 strikes, ahead of Belgium's Romelu Lukaku and Australia's Tim Cahill, who both scored 11 times.
Iran's Sardar Azmoun, Syria's Omar Kharbin and Uruguay's Edinson Cavani follow with 10 goals apiece, before four stars complete the top goalscorers ranking after netting nine times.
