Out-of-favour Manchester City goalkeeper, Joe Hart is named in the squad despite failing to make one Premier League appearance this season.
Everton's Ross Barkley also misses out, despite impressing under new manage Ronaldo Koeman, while there is no place for Alex Oxlade-Chamberlain.
Manchester United's Luke Shaw returns to the squad, while Rashford, who featured at the European Championship, has not been selected and will feature for the U21 side.
