Hazard is finding life tough at Real Madrid, with injury troubles having restricted to him just 42 LaLiga appearances over the past two years.
The 30-year-old has been linked with a departure as a result in recent months, and Cetinkaya, who is now vice-president of Belgian side Westerlo, hopes the former Chelsea attacker makes the switch to Turkey.
"I think I can consider Eden Hazard as a friend," he told Voetbalkrant.
"I met him when he was at Lille and he promised that one day he would play for Fenerbahce.
"Westerlo will be more difficult, but you never know... maybe he will end his career here."
Cetinkaya added that Turkish giants were interested in Hazard when the player was still making a name for himself at Lille.
"He was 16 when he played for Lille, they had him, Gervinho and [Moussa] Sow, but we could only attract Sow to us," he added.
"And then Hazard reached a different dimension, he was one of the greatest talents in Europe, and I wish he had, time will tell, Eden Hazard will one day play for Fenerbahce."
