Messi's decision to leave the Catalan giants seems final, with the player expected to make a public statement in the coming days.
At this moment, his legal team are arguing that he can make use of a special clause in his contract that allows him to depart for free.
However, Barcelona are adamant that clause expired at the end of May, and a legal battle between the two parties seems possible.
City, meanwhile, are reportedly keen to sign Messi and have put a financial package together for the player, who has already spoke to Guardiola about his intentions.
They are also said to be prepared to pay up to €100 million (R2 billion) for his services but cannot afford more, while Barcelona will refer any interested party to his €700 million (R14 billion) release clause at this moment in time.
As a consequence, City are believed to be ready to offer three players as part of their offer, namely Gabriel Jesus, Bernardo Silva and Eric Garcia, according to Sport.
Jesus could replace Luis Suarez, who has reportedly been told by new Blaugrana manager Ronald Koeman that he can leave the club, while Silva plays in a similar position to the Argentina captain and Barca were already interested in signing Garcia before Messi stated that he wants to move on.
It remains to be seen whether or not there is any truth in this proposed offer.
