The Argentine was said to have asked Barcelona's board to do their best to make the Brazilian's return a reality in the most recent transfer window, but the deal did not materialise.
Messi, however, has now insisted he did not have any direct involvement in the biggest saga of the latest window.
"Although many people seem to think I'm in charge of signing players and sacking coaches, I wasn't involved," he told RAC1.
"I spoke to Ney and got the impression he wanted to come back, but I only heard his side of the story and nobody else's."
Messi also revealed that he thinks Neymar's return would have been beneficial to Barca.
"He is one of the best, he's different, he does things nobody expects. Having him in our team would give us more options," he added.
"But aside from the sporting side of things, he left in the way that he left. We could have left it at that.
"A lot of the fans didn't want him to come back, and that's understandable."
Neymar ended up staying at Paris Saint-Germain, and has scored four goals in five games since returning to Les Parisiens' starting XI.
