The Argentine is set to become a free agent at the end of the season as things stand with his contract coming to an end.
Messi has previously spoken about his desire to play in the United States and has been heavily linked with a move to David Beckham's Inter Miami.
"[Andrea] Pirlo came here [to MLS] when he was a world champion, so did [Thierry] Henry, [David] Villa and [Blaise] Matuidi," Higuain told ESPN.
"I see no reason why Lionel couldn't come here. If it would make him happy, we would welcome him with open arms.
"At some point, he will decide where he wants to play and what is in his own best interests on a personal and sporting level, but in my opinion, he has the caliber to continue competing for the Champions League."
Higuain joined the Miami outfit on a free transfer after parting ways with Juventus at the end of last season.
