"We are very pleased to announce the arrival of Wissam Ben Yedder today," Monaco vice-president Oleg Petrov told the club's official website.
"Wissam is a player of great talent, a complete striker, who proved in Toulouse and Seville, but also in international competitions, all his sense of purpose.
"He is also a player with an exemplary mentality (and) his arrival is an important moment for Monaco.
"It demonstrates our desire to build an ambitious team to achieve the goals of the club."
Ben Yedder scored 70 goals in 138 appearances during his three years in Seville, and leaves as the Spanish club's 10th highest goalscorer of all time.
At Monaco, the Frenchman will link up with 18-year-old Bafana Bafana forward Lyle Foster, who made his senior debut for the club last weekend.
