The Argentine netted the 600th goal of his professional career when scored a sensational free-kick in the first half, handing the Blaugrana a 1-0 victory at the Camp Nou.
After the match, Simeone praised the Argentine's quality, and said he was the difference between the two sides on the day.
"Messi is a special player, he made the difference," Simeone said, as quoted by FourFourTwo.
"If we take Messi and put him in an Atletico shirt, we win this match 1-0.
"It was an even match. I don't think we lacked application in the first half. However, we did not see our best until the second half."
Barca manager Ernesto Valverde also commented on Messi's brilliance.
"There's no player like Messi in the world," Valverde added.
"I don't know what would have happened if he was playing for Atletico. I don't want to imagine it, either."
The 30-year-old has made 41 appearances for the Spanish giants so far this season, scoring 32 goals and assisting a further 16 strikes.
