The Azzurri are set to resume their Euro 2020 qualification campaign on 8 June against 2004 champions Greece, before hosting Bosnia three days later.
Torino talisman Andrea Belotti is arguably the biggest shock inclusion as he has been recalled to the national team fold for the first time since his last appearance for his country in September 2018.
Another notable exclusion is AC Milan shot-stopper Gianluigi Donnarumma, who missed out on selection due to a thigh injury. As a result, Mancini handed a first call-up to Atalanta goalkeeper Pierluigi Gollini.
Despite his excellent run of form for Ligue 1 outfit Marseille, Balotelli also failed to make the squad, with Mancini opting for Cagiliari striker Leonardo Pavoletti instead.
Meanwhile Juventus starlet Moise Kean was rewarded for his excellent showing in the 2018/19 campaign with his inclusion in the squad alongside Serie A top goalscorer Fabio Quagliarella, Lorenzo Insigne and Stephan El Shaarawy.
